INTRODUCTION

1.1     BACKGROUND OF THE STUDY

The background of this project states clearly how cooperative can be used as an instrument for poverty alleviation in Arochukwu North Local Government Area.

This could however be understood when we define cooperative as an autonomous association of persons united voluntarily to meet their common economic social and cultural needs and aspirations through jointly owned and democratically controlled enterprise.  They are based on values of self help democracy, equally, equity and solidarity cooperative members believe ethical values of honesty openness social responsibility and caring for others.

However, people pool themselves and their resources together as a result of inability to solve their problem single handed due to poverty,  this ugly trend has eaten deep into the blood stream of the people and poses the major threat of the economic well being of the people of Arochukwu Local Government Area.  To redress this urgly trend which militates against the economic development of the society and which has been the cause of the suffering of the common man, adequate measure and policy should be put in place.

In view of the government effort the alleviate poverty with several programmes and measures has been put in place to better the lives of the masses, such programmes are Family Support Programme (FSP), Better Life Programme (BLW) for the Rural Women and Structural Adjustment Programme (SAP) etc.  The government had also identified cooperative as channel through which these programmes could be implemented poverty and also the means through which government incentives and aids get the grass roots level and proper and result achieved.

It is however at this point that this project tends to review the role of cooperative as an instrument for poverty alleviation.

Many advanced societies have embraced the cooperative form of enterprise while others are embracing it at a fast rate. This is based on the belief that the organization has a lot to offer these to economics in their bid to achieve Power Alleviation and to enhance the standard of living of their people.  Historically, cooperative have developed in response to some difficult situation to which a group of people were subjected visa vis the rest of the society.

Consequently, the underprivileged people have gathered to protect themselves by providing those things that they could not obtain from any other source through joint action.

The general low income of must people in the rural area is a pre – requisite for their group action of establishing viable enterprise, cooperative organization is seen by the government as an instrument that is capable of supplementing government efforts in raising development capital and thereby assisting the growth of the economics.

1.2     STATEMENT OF THE PROBLEM

Poverty as an economic state in which people are not able to provide enough for themselves has only militated against economic development but is also the cause of suffering of the masses, hunger, mass exploitation and other societal problems such as prostitution, bribery, ritual, armed robbery, adulteration of goods and services, corrupt practices by men of the police force, drug addiction, frustration, illiteracy, child abuse and under age children are today seen in the dry streets hawking for their parents in order to make ends meet, beggars in the street, inadequate medical care, high mortality rate and other corrupt practices in which people engage themselves in order to get rich quick.  All these are the effects of the vicious circle of poverty, which will be discussed later in this project.

In addition to this, one can understand that after reading, that poverty in its simplest term means people with low income.  Infact the concept of poverty has been a topic of debate in the past.  A school of thought however argued that poverty should be measured by figuring out how much it cost to buy the necessary necessities of life.  Some also argued that poverty is culturally defined and therefore a relative concept not and absolute one.  If poverty were relative town, it might charge significantly as society accumulates wealth and achieved higher standard of living.
