AN ASSESSMENT OF THE IMPLEMENTATION OF NATIONAL POVERTY ERADICATION PROGRAMME (NAPEP) IN SELECTED LOCAL GOVERNMENTS OF KADUNA STATE

Abstract:

National Poverty Eradication Programme (NAPEP) was established in the year 2000 for the purpose of poverty eradication in Nigeria. The basic focus of the research addressed was assessing whether NAPEP has been able to implement the poverty eradication programme in Kaduna State with reference to the selected Local Governments. It was on this premise that the research questions, objectives and hypotheses were stated. The research covered the period from 2008 to 2013. The research design was a survey research with data gathered from both primary and secondary sources. Questionnaires, interviews and personal observation were the instruments used for generating the primary data. The populations of the study were from the selected Local Governments of Sabon Gari, Chikun and Jema’a. Sample population were served with questionnaire. From this number, 278 persons were selected and given questionnaires to serve as the sample size, whereby 257 were filled and retrieved. Random sampling and Cluster sampling techniques were utilized in sampling the respondents from staff and beneficiaries respectively. The data collected was analysed qualitatively and hypotheses were tested using Pearson Chi-square test. The research revealed that there was ineffective coordination of poverty eradication programme within the administrative set up of NAPEP among its various offices, collaborating enterprises and other government poverty eradication institutions. Further findings revealed that there was managerial incapacity of the coordinators of the programme. Moreover, socio-cultural factors have negative effect on the success of the programme in the selected Local Governments. The study recommends among others that there should be an effective mechanism for coordination, effective monitoring, sufficient funding and addressing the socio-cultural factors for the programme to be effective in attaining the desired objectives.
