ANALYSIS OF A PERCEIVED ICT LITERACY AND COMPETENCY AMONG STUDENTS AND LECTURERS IN ATBU BAUCHI, BAUCHI STATE

ABSTRACT

This study evaluated  ICT literacy and competency among students and lecturers in Abubakar Tafewa Balewa University (ATBU), Bauchi State. The study was descriptive of the cross-sectional survey method. Multi-stage and simple random  sampling technique were user to select 251 lecturers and 800 students for the study.Questionnaire was the major imstrument for data collection. Data obtained. The hypotheses were tested using t-test. Findings revealed that sixty seven percent of the Lecturers were competent only in their utilization of the Internet, word processor and PowerPoint. They were not competent in the use of database, spreadsheet, simulation and graphic softwares; fifteen percent of the Lecturers utilised the Internet, word processor and PowerPoint for instructional purposes.The findings also revealed that there was no significant difference in the attitude of male and female  students towards the use of ICT tools.The implication of this was that the Lecturers were not competent in their utilization of ICT tools. It was recommended among others that .Lecturers should regularly update their skills and competencies through training and re-training, conferences, workshops and seminars on ICT utilization.

 

CHAPTER ONE

INTRODUCTION                  

Background to the Problem

The utilization of ICT in education has become progressively vital due to the global environment of the 21st century. Christensen (2004) described ICT as the use of modern electronic devices to manage and deliver relevant information. The origin of the educational application of ICT was derived from previous terms such as Information Technology (IT) and New Technologies (Nwana, 2010). ICT can be generally described as those technological tools that are used for accessing, gathering and manipulating information. The technologies could include hardware computers, software applications and the Internet (Anderson & Glen, 2003; Chen & Kee, 2005).

Yusuf (2005) remarked that ICT has affected every aspect of human activity and have potential role to play in  education. A great deal of research has proven the benefits of this technology in education which undoubtedly affects teaching, learning and research. It is gratifying to state that the current trend for education worldwide is to explore the advantage which ICT creates in the teaching/learning enterprise. ICT tools have the capability to motivate students to learn as they become more independent and responsible for their learning (Hussain, 2008; Suleiman, 2012; Yusuf, 2007).

The benefits of ICT in educational settings can only be enjoyed by confident users. That is, lecturers and students who are ICT compliant. In a bid to achieve this, Nigeria as a nation has since recognized the potential benefits of ICT in her educational system.   The Abubakar Tafewa Balewa University (ATBU), Bauchi State were established as welfare schools for children and wards of military personel as well as other children of host communities.  These schools are carrying and maintaining the ideals of senior school education in the country. It is imperative to state that the pilot training scheme for computer education in Nigerian senior schools was launched in some of these Schools (Owojori, 2000; Yusuf, 2007).

FRN (2001) re-emphasized the need for the integration of ICT in Nigerian educational system. However, the specific objectives of National Policy on ICT in education FRN (2010) are to facilitate the teaching and learning processes, promote problem-solving, critical thinking and innovative skills, enhance the various teaching/learning strategies required to meet the needs of the population, foster research and development and enhance universal access to information among others.

In view of the fact that technological revolution has brought about information explosion, the increase in information due to the advancement of ICT, higher education students therefore need to develop skills, especially ICT skills and to have the ability to identify, search, retrieve, evaluate, organize and communicate information in electronic format so as to enhance their learning and to be able to synergize with their peers and lecturers or supervisor to carryout research. These are most times found out to be majorly lacking in most undergraduate students in Nigeria (Oyedapo & Ojo, 2013). Reasons that could be responsible for this include poor basic knowledge of ICT skills as most colleges in the country today lack both the personnel and the basic facilities for the teaching of computer. Some of those exposed to basic computer knowledge do not possess the requisite skill that could qualify them as being computer literate.

Bundy (2004) asserted that exhaustive information and technologies cannot itself make people more informed without a required skill and capacity to use information progressively. However, the possession of ICT skills enhances information literacy in this digital era. The rapid growth and application of the Internet in education with the increasing growth in available information has called for a much wider understanding of the importance of information literacy in the academic community and much more in the distance learning system. Librarians and lecturers need to work together so as to help students achieve higher levels of literacy, reading, learning, problem-solving and ICT skills.

Hence, this study intend to evaluate the ICT literacy and competency level among students and lecturers in ATBU Bauchi State.

Statement of the Problem

Change is commonly said to be the most permanent thing in the world because of its inevitability. The world itself is not static. So also all the activities of human endeavour keep on changing. Education is not left out of the phenomena that change with time either in policy formulation, implementation or operation. We are currently in the age of advanced Information and Communication Technologies (ICT). The world has become a global village. This makes what goes on in any part of the world known and accessible to the rest of the world. Teaching and learning are global phenomenon.

In this world of advanced ICTs, teaching and learning cannot be adequately effective without the use of ICTs in schools. Rai (2006) said that new information and communication technologies are changing the world we live in and the way we learn to live .According to him, ICT changes teaching and learning through its potential as a source of knowledge, a medium to transmit content, a means of interaction and dialogue. Thus, in Rai’s (2006) view ICT is both a cause of change and a means of achieving change, especially in education.

However, in Nigeria , it has been observed that the incorporation of ICT in teaching  has not made any much impact due to unavailability of the relevant ICT facilities for teaching purpose (Ademola 2012). Similarly,  students complain that the ICT facilities provided by the universities and colleges cannot go round the students due to their unavailability, which is making the students to be deficient in using the new technology,  lack of adequate ICT facilities tends to hamper effective teaching (Usman 2008).

On the basis of the foregoing, the researcher is concerned with knowing the level of ICT literacy and competency among students and lecturers in ATBU Bauchi State.

 

Purpose of the Study

The main purpose of this study to examine ICT literacy and competency among students and lecturers in Atbu Bauchi, Bauchi state. utilization of ICT in Abubakar Tafewa Balewa University (ATBU), Bauchi State. Specifically, this study examined the:

  • Examine the ICT resource tools available in ATBU Bauchi State.
  • Determine the extent of utilization of these resources among respondenrs in ATBU Bauchi State.
  • Determine the level of competence in ICT skills among respondents in ATBU Bauchi state
  • Determine the challenges limiting ICT literacy among respondents in ATBU Bauchi State
  • Determine the attitude of respondents towards the utilization of ICT tools in ATBU Bauchi State

Research Questions

  • What are the ICT resource tools available in ATBU Bauchi State?
  • What is the extent of utilization of these resources among respondents  in ATBU Bauchi State?
  • What is the level of competence in ICT skills among  respondents in ATBU Bauchi state?
  • How is the attitude of respondents towards the utilization of ICT tools in ATBU Bauchi State?
  • What are the challenges limiting ICT literacy among respondents in ATBU Bauchi State?

 

Research Hypotheses

The following hypotheses were tested:

HO1:There is no significant difference between experienced and less-experienced Lecturers competence in their use of ICT tools.

HO². There is no significant difference in the extent of utilization of ICT tools among male and female students  in ATBU Bauchi State

Scope of the Study

The study focused on the ICT literacy and competency  in Nigeria. The study was conducted in  Abubakar Tafewa Balewa University (ATBU), Bauchi State. Lecturers and  students in the school were involved as respondents.

 Significance of the Study

The outcome of this study would also be beneficial to various professional bodies such as  Nigerian Union of Lecturers (NUT) among others in the area of providing members with relevant data on ICT literacy and competency.

It is expected that findings of this study would motivate the students in embracing ICT and thus become confident users. The students may be the greatest beneficiaries because their performance may be improved.   The results of this study might provide relevant information which could be used for planning and organizing seminars, workshops and conferences to train or even retrain the Lecturers in this class of schools on techniques of utilizing ICT tools.

Information technology experts who handle the technical aspect of ICT facilities may find the report of this study useful. The findings of this study may provide researchers in different field of study with the opportunity to access empirical evidences. The study may be a great reference for all stakeholders and researchers in  education and educational technology in the area of educational processes and products for planning befitting educational programmes.
