Abstract

Road traffic injuries are a public health epidemic. Most injuries and deaths are in developing countries. Projections for the next few decades are grim unless there is a new commitment to prevention.
This study was carried out to determine the effect of health education on the knowledge, attitude and practice of selected road safety indicators among inter-city commercial minibus drivers in urban Lagos. The study design was quasi-experimental. It involved baseline questionnaire survey, a health and safety education intervention to the intervention group and follow up questionnaire survey after 3 months. Participating motor parks in the intervention and control groups were selected from a list of motor parks in two LGAs. A qualitative survey (Key Informant Interview – KII) was also conducted with key officials from the licensing authorities and driving school instructors.
The study revealed a high level of general awareness of VA and driving tests. There was poor knowledge of road signs and maximum speed limits. Overall mean knowledge score was 34.4 ± 9.1 for the intervention group and 36.0 ± 10.2 for the control group with no statistically significant difference. Neither age, educational level nor years of professional driving experience significantly influenced total knowledge score but educational level was significantly associated with knowledge of road signs (p = 0.01). The government officials and driving school instructors testified to the importance of adequate knowledge of these road signs and speed limits but decried poor driver training. A majority of the drivers in both groups had positive attitude to these road safety indicators. Few of them, 5% (intervention) and 13.5% (control) attended driving school, also did VA and driving

tests before licensure. Drivers with better knowledge scores were significantly more likely to have had VA test and DT done before licensure and also obtained their DLs through the authorities. Most, 92% (intervention) and 89.4% (control) reported that they adhere to speed limits. Thirty-seven (18.6%) and 25(12.0%) of drivers in the intervention and control groups were involved in RTAs in the past 5 years. Sixty-eight (16.7%) of the drivers had VAs which failed to meet the minimum standard required to drive. VA was not significantly associated with RTA.
The health education intervention significantly improved the knowledge of safety measures among respondents in the intervention group relative to the control. For the intervention group, their knowledge of VA and Driving tests, road signs and speed limits improved significantly. Their mean knowledge scores increased from 34.4±9.1 pre intervention to 72.3±10.2 while the control group did not show significant changes. The intervention was also effective to a lesser extent on their already positive attitude. It was not effective on their adherence to speed limits.
There should be strict enforcement of the procedures involved in driver licensure in addition to effective monitoring of speed limits. Post-license educational intervention programmes on a larger scale should be conducted for the drivers on a sustainable basis.
