ABSTRACT

Personnel Management Information System is a combination of human and computer-based resources that results in the collection, storage, retrieval, operations and for business planning. The personnel management system of EFCC uses manual process which gives room to a lot of mistakes. Computerizing it involves the total eradication of the manual method so that all information processing is performed entirely with computer system. This will increase efficiency, speed and reliability of the information. In this project, an efficient creation and management of staff records in the personnel department has been ensured through a user defined database management system, developed using visual basic programming language. The program is made to automatically update staff information, modification of records depending on when an existing staff is promoted or transferred to a new department while deleting a record, a record involves the total removal of the staff record from the computer memory as well as when a staff is retired or resigns voluntarily from service or staff dies. The Personnel Information System (PIS) software is a user friendly package that gives one the fit to accurately monitor employees' records effortless. With Personnel Information System (PIS), the personnel records of employees in a firm regardless of their place of assignment are simultaneously integrated and rationalized through the creation of a single system that provides accurate information to all in a time and cost efficient manner. This software is designed for stand-alone windows environment, but has the ability to be networked. The interface is Visual Basic language with the structured query language (SQL). The implementation of the system will provide speedy retrieval of data as well as enhancing effective and efficient data. The new system when implemented will go a long way to correcting the difficulties faced with the manual processing, and will enhance retrieval of information within the organization.

 

CHAPTER ONE

1.0    INTRODUCTION

The term “Management Information System” is the procedure for proper application of information for organizational management organization, whether business, government, institution or agencies have always operated through information and communication. Management information system has become almost the same with computer based data processing, through management information system is more holistic in concept than merely computerizing an aspect of a business in the past, this operation was carried out using a manual approach by all business or commercial organization.

However, with the introduction of computer in both commercial and scientific organizations, management information system has become more reliable and efficient to handle.

Therefore, the term personnel management information system could be defined as the combination of human and computer-based resources that result in the use of data for the purpose of efficient management operations and for business planning.

The advantages of the computerized approach over the manual approach of personnel management system is numerous not withstanding that computer application in personnel management has been dragged when compassed with its impact in engineering and other endeavours, this is not to say that computerized approach of management information system has not been looked into but its space is quite slow. Its advantage includes the followings:

(a)     It increases the efficiency in the manipulation of personnel records.

(b)     It improves information retrieval, deleting and addition of records as well as other database updating activities.

(c)      It reduces errors encountered while using manual system approach.

(d)     Large volume of data can easily stored and retrieved using the either of the secondary storage device such as floppy disk, CD Rom and hard disk for easy access and manipulation

(e)     It also safeguard the information stored with secrete codes.

1.1    BACKGROUND OF THE STUDY

Brief History of Economic and Financial Crime Commission (EFCC)
The Economic and Financial Crime Commission (EFCC) has grown to a robust and reputable national institution that now commands respect. They have gained the admiration of Nigerians and tge international community as a whole as the most vibrant anti-corruption fighting organization that has fought corruption to a standstill within the short time of its existence.
Over the years, Nigeria suffered tremendously in her economy in the hands of corrupt leaders who for selfish reasons reduced a country like Nigeria which is rich in oil to one of the poorest countries in the world. All these brought about the establishment of EFCC.
i. Formation of the Economic and Financial Crime Commission (EFCC)
The Economic and Financial Crime Commission (EFCC) was established in 2003 by the Economic and Financial Crimes Commission Act 2002, and re-enacted in 2004 by the Act as a body corporate with perpetual succession and common seal. It has its headquarter at No 5 Fomella Street, Off Crescent, Wuse 11, Abuja. With Nuhu Ribadu as the first executive chairman until 2008 he was replaced by Fomida Waziri, and Mr. Ibrahim Lamorde was appointed the chairman of the commission on 15th February 2012 and he is still the substantive chairman till date.
Its establishment was partially in response to pressure from the financial task force on money laundering (FATF), which named Nigeria as one of the 23 countries non-corporative in international communities’ effort to fight money laundering.
ii. Vision statement: To make Nigeria a safe and corrupt free business environment for sound health and positive image of the country.
iii. Mission statement: The mission statement of the commission includes;
a. To curb the menace of corruption that constitutes the cog in the wheel of progress of Nigerians.
b. To protect national and foreign investments in the country.
c. To imbibe the spirit of hard work in the citizenry and discourage ill-gotten wealth.
d. To identify illegally acquired wealth and confiscate it.
e. To build an upright workforce in both public and private sector of the economy.
f. To contribute to the global war against financial crimes and terrorism financing in Nigeria.

1.2    STATEMENT OF THE PROBLEM

The personnel management department is facing a lot of problem due to lapses from the management of the organization. These problems are:

  1. The department is not well equipped with the material to help its management effective.
  2. Information about workers are not well protected since they adopted method. Method of filling which offer result to the missing of files since the files are allowed to litter on the ground.
  3. Improper findings and unconducive environment.
  4. Employment of inexperienced worker.
  5. It takes a lot of time to finish large volume of data.

1.3    OBJECTIVES OF THE STUDY

The intention of the research is to adopt the computerized approach in the personnel management department of Economic and Financial Crimes Commission (EFCC) in order to eliminate some of the problems being encountered by the department using manual approach. This package will eliminate the problem of data loss, increase efficiency in data manipulation, reduces error and promote information retrieval, deletion and addition of records and other database updating activities for effective management.

1.4    SIGNIFICANCE OF THE STUDY

The study is designed to identified the importance of automation in the personnel management system of EFCC, its significance includes:

  1. Suitable for the management to keep proper records of her workers.
  2. That the user will be able to have the precautionary involved in the usage of the computer system, for smooth and efficient operation.

1.5    SCOPE OF THE STUDY

The research work is based on the personal management of EFCC. It deals with designing a package that will assist in the operation of management which uses manually approach as well as enhancing efficient operation.

1.6    LIMITATION OF THE STUDY

This work is limited by the time giving to the researcher to complete the project which ran concurrently with the academic work. The researcher has no comfortable laboratory to run the program and also financial constraint contributed to not taking many details
