ASSESSMENT OF HEALTH IMPACTS OF THE MILLENNIUM DEVELOPMENT GOALS-CONDITIONAL GRANTS SCHEME INTERVENTIONS IN IBARAPA NORTH LOCAL GOVERNMENT AREA OF OYO STATE, NIGERIA

Abstract

INTRODUCTION: The Millennium Development Goals (MDGs) were a series of time-bound development goals that sought to address issues of poverty, education, gender equality, health, the environment and global partnerships for development and were to be achieved at the end of 2015. Conditional Grants Scheme (CGS) was a program in which State and Local Governments were availed the opportunity to access funds annually from the Federal Government’s share of the Debt Relief Gains and one of the ways the Federal Government used to intensify her efforts at achieving the MDGs.
OBJECTIVES: The main objective of this study was to assess the health impacts of the 2011 Millennium Development Goals Conditional Grant Scheme Program funding cycle in Ibarapa North Local Government Area, Oyo State Nigeria.
MATERIALS AND METHODS: A descriptive cross-sectional study design was used in this study and data was collected using both quantitative and qualitative methods. Pre-tested, structured sisterhood questionnaires were administered to 480 women of reproductive age group with a response rate of 91% giving a total of 436 respondents. An evaluation checklist was used to assess the community involvement in the whole process from project identification to project management and the functionality/sustainability of the provided facilities. In addition, 26 key informants were interviewed for the purpose of eliciting information. Data analysis was carried out using IBM SPSS version 21.0 and the level of significance was set at p < 0.05 while secondary data was analysed using WinPepi software.
RESULTS: The mean age of the respondents was 33.3 ±8.9 years. The distribution of the 2011 MDG-CGS projects between the rural and urban communities in Ibarapa North LGA was done in accordance to the NEEDS and gap analysis. Community involvement was poor in almost all the communities that benefited from the program and most of the projects were not functional as at the time of study. For the health sector, the average functional status rate

of the projects was 69.7%. Although there was no statistically significant change in the health indices of the people when compared before and after the program but there was significant impact on the health indices of the populace. In the education projects, all the renovated schools were still in good state and in use at the time of this assessment but none of the books in core subjects and the First-Aid boxes provided to schools had been distributed. There was statistically significant change in the school performances of students in schools that were renovated. Most (80%) of the water/sanitation projects were not functional and were not intact.
CONCLUSION: Community involvement in the 2011 MDG-CGS intervention in Ibarapa LGA of Oyo State is considered poor and the projects were not sustainable. There was significant impact on the health indices of the populace. The outcomes related to the MDG-CGS grants in Ibarapa North LGA were considered fair with the exception of the water/sanitation projects that were poor.
RECOMMENDATIONS:
Community involvements should be encouraged to ensure sustainability of any program/ projects by donor agencies or government. Modalities for periodic assessments to evaluate the functionality and sustainability of any program or project long after completion or winding up should be put in place. There should be a post implementation evaluation of MDG-CGS projects in all the zones of Nigeria to determine the actual functionalities of the provided facilities.
