AN APPRAISAL OF EXPORT PROMOTION IN NIGERIA UNDER THE STRUCTURAL ADJUSTMENT PROGRAMME (SAP

ABSTRACT
Nigerian export development can be traced back to
pre-independence period when the bulk of the Nigerian
export were agricultural products, this continued up to
the time of independence and immediately after.
But with the discovery of oil in 1958, the
structure of the Nigerian export started to change and
as from 1965, crude petroleum had emerged as the most
important single export commodity, the dominance of
agricultural products in Nigerian export trade began to
dwindle. By 1973 oil boom had started in the country
with the increase in the price of oil from US $3,561 per
barrel on 1st January, 1973 to US $40 per barrel as at
January, 1981. As a result of this, Nigeria’s export
earnings increased from N330.1 million in 1960 to
N14,186 million in 1980.
The inherent weakness in the economy manifested
when owing to the oil glut export earnings dropped from
N14,186 million in 1980 to just N7,612.3 million in 1983.
The decline which started in mid 1981 caused both internal
and external disequilibrium.
To arrest the situation, the government introduced
the structural adjustment programme (SAP) in 1986.
One of the main aims of SAP is to expand agricultural production and encourage non-oil export.

The study attempts to look at incentives provided
in the Export (Incentives and Miscellaneous Provision)
Decree and the impact of such incentives to the export
sector of the economy.
Based on the analysis, it was found out that
considerable achievements have been realised in foreign
exchange generation, diversification and expansion of
output.
