ABST RACT
The f oc us of this wor k is on r eve nue ge ne ration and
local gover nme nt perf or mance in Nige ria. Give n this
objec tive, it was hypothesize d that: -T he level of financial
autonomy gr ante d to local gover nme nts and their weak
reve nue ge nerating capac ity, have gre atly affecte d the
deve lopme nt of the gr assr oots; T he state and loc al
gove r nme nt joint acc ount has e ffective ly er oded any le vel
of inde pe nde nce f or loc al gover nme nt there by obs tr uc ting
its r ole as a tool f or de velopme nt in Nigeria; the nature of
intergove r nme ntal re lations in Niger ia, has greatly affecte d
the leve l of pe rf or mance of local gover nme nt.

employe d in data c ollec tion and the three hypotheses tes te d
and de veloped.
T he major f inding theref ore is that lac k of Reve nue
ge ne rating eff or t in L ocal Gover nme nt affects its
perf or mance.
It was theref ore c onc lude d that the re cannot be a
virile and dynamic local gover nme nt sys tem without
e ns uring that the f unc tions ass igne d to local gover nme nts
are pr operly aligne d with tax arising powers or fisc al
jur is dic tion and that des ignate d re ve nue rights are
guarante ed and ade quately pr otec ted. T he study howeve r
rec omme nde d that there s hould be a revie w of the f unc tions
of eac h leve l of gove r nme nt, there is the nee d to give the
local gover nme nt a larger s hare of the fede ration acc ount,
the re s hould be power to raise r eve nue and inc ur
e xpe nditure and fisc al disc ipline in ter ms of reve nue eff or ts
and acc ountability s hould be adher e to.
