Abstract:
The purpose of this study is to investigate the extent of adverse effects that substandard computer laboratories have on the acquisition of information and communication technology (ICT) skills among Higher National Diploma (HND) students of Office Technology and Management in public polytechnics in Ebonyi State, Nigeria.

In recent years, ICT has become an integral part of various industries, including the office management sector. Adequate ICT skills are essential for HND students in Office Technology and Management to effectively perform their professional duties. However, the quality of computer laboratories in some public polytechnics in Ebonyi State has been a concern, and it is crucial to examine the potential adverse effects of substandard facilities on students’ ICT skills acquisition.

This study will employ a mixed-methods research design, incorporating both quantitative and qualitative data collection methods. A sample of HND students from selected public polytechnics in Ebonyi State will be surveyed to gather quantitative data on their perceptions of the computer laboratories and their self-assessed ICT skills. Additionally, interviews and focus group discussions will be conducted with students and lecturers to gain in-depth qualitative insights into the challenges faced in the computer laboratories and their impact on skill development.

The collected data will be analyzed using appropriate statistical techniques and thematic analysis to identify the extent of adverse effects caused by substandard computer laboratories on the ICT skills acquisition of the HND students. The findings of this study will contribute to the existing body of knowledge on the importance of well-equipped computer laboratories for ICT skills acquisition and inform policymakers, polytechnic authorities, and stakeholders about the need for infrastructure improvement in public polytechnics.

It is expected that the study’s results will provide empirical evidence highlighting the adverse effects of substandard computer laboratories on the ICT skills acquisition of HND students in Office Technology and Management. The findings will serve as a basis for advocating for enhanced investment in infrastructure, equipment, and resources to create conducive learning environments that promote effective ICT skills development among HND students in public polytechnics in Ebonyi State.
