PERCEPTION OF TETFUND MONITORING AND EVALUATION OFFICERS ON PROJECT IMPLEMENTATION IN SOUTH- WESTERN UNIVERSITIES, NIGERIA

Abstract:
The aim of this study is to explore the perception of Tertiary Education Trust Fund (TETFUND) monitoring and evaluation officers on project implementation in South-Western universities in Nigeria. TETFUND plays a vital role in providing funding for infrastructure development, research, and capacity building in Nigerian universities. However, the successful implementation of these projects depends on effective monitoring and evaluation.

This research adopts a qualitative approach, utilizing interviews and focus group discussions to gather data from TETFUND monitoring and evaluation officers in South-Western universities. The study seeks to understand the officers' perspectives on the challenges and successes encountered during project implementation, as well as their perceptions of the overall effectiveness of the monitoring and evaluation process.

Preliminary findings indicate that TETFUND monitoring and evaluation officers face various challenges in project implementation, including inadequate funding, delays in project execution, bureaucratic bottlenecks, and insufficient stakeholder engagement. These challenges often hamper the timely and efficient completion of projects and impact their overall quality. However, the officers also acknowledge the positive impact of monitoring and evaluation activities in enhancing transparency, accountability, and the overall success of projects.

The study further reveals that TETFUND monitoring and evaluation officers emphasize the need for improved collaboration among stakeholders, increased budgetary allocation, streamlined administrative processes, and enhanced training and capacity building opportunities to strengthen project implementation. They also highlight the importance of utilizing technology-based tools for efficient data collection, analysis, and reporting.

The findings of this study contribute to the existing literature on project implementation in higher education institutions and provide valuable insights for policymakers, university administrators, and TETFUND itself. The study recommends that TETFUND and relevant stakeholders take proactive measures to address the identified challenges and improve the monitoring and evaluation process to ensure the successful implementation of projects in South-Western universities.
